The FSA report on the state of the financial sector is the first review of its kind in the UK since the original commission appointed by Chancellor Gordon Brown. Ministers are under pressure to speed up the reform of the UK's finance sector after a tough global economic climate and a series of damaging scandals. The report is expected to include proposals for a new regulator for the finance sector and a 'consumer champion' for financial services. The government has already announced that financial companies will be required to publish the terms and conditions of their retail charge-offs in March. The regulator's remit is to bring in major changes to the existing system, which many believe is outdated and does not offer consumers enough protection from the business practices of financial services firms. The FSA is also likely to bring in a new 'framework' regulator with powers to levy fine for firms that breach the rules. The report will include recommendations for a'resolution framework', which would allow firms facing financial difficulty to be forced to sell their assets and pay debts off in an orderly fashion. And the FSA is likely to announce the appointment of a 'consumer champion', who would act as the consumer's representative in the government's new initiative to tackle problems in the banking sector. Alistair Wooler, the Labour MP who co-authored the recent Financial Services Bill, is expected to use the report to make further calls for tougher regulation. He will say: "It is vital that the government speed up the reforms of the financial services industry in the wake of the Credit Crunch and the recent banking scandals."
